In-person Meeting Return: Governor Abbott’s March 2020 order temporarily suspending certain provisions of the Open Meetings Act due to the COVID-19 pandemic disaster expired August 31, 2021. Consequently, TCA+A Board Meetings will return to in-person meetings at Texas School of the Arts.

Approve February 28, 2023 Minutes
Leslie Scott made a motion to approve the minutes from TCA+A Special Session of the Board - Hold Date In Case Urgent Action is Needed on 02-28-23.
Charles Reid seconded the motion.
The board VOTED unanimously to approve the motion.
B.
Finance Statement
Leslie Scott made a motion to approve the January 2023 Finance Statements.
Charles Reid seconded the motion.

IV. Academics
A.
MAP Student Growth
- Anika Perkins, CAO presented beginning of the year and middle of the year MAP assessment results for both TeSA and FWAFA students
- Shared:
- how MAP assessment results are used as a tool to help teachers individualize student growth plans
- how MAP testing is used to help students prepare for STAAR testing

Teacher Incentive Allotment (TIA) Application Expansion
- Anika Perkins, CAO presented information regarding expansion of TIA application to include staff not on the application at the beginning of the 2022-2023 school year
- This would include staff like Fine Arts teachers who do not utilize a standardized tool like MAP assessment to measure student growth within their classrooms
- To determine individualized teacher incentives, TIA takes into account student MAP growth in a teacher's classroom AND their annual teacher evaluation outcome
- 60% comes from student MAP growth
- 40% comes from teacher evaluation

School Safety and Security
- Anika Perkins, CAO shared updates
- 2022-2023 School Safety and Security Committee held two meetings, 8/8/2022 and 2/21/2023
- TeSA and FWAFA passed exterior door audits done by the state in the fall of 2022
- TeSA Representatives attended Edgecliff Village's city council meeting on March 9th to continue to request their help to implement a School Safety Zone
- Each school is receiving $200,000.00 in School Safety and Security funds
- Betsy Compton, TeSA Principal is working with an Eagle Scout troop to install and seek out supply donations for new campus fencing
- FWAFA's rear wooden fence was damaged during the recent storms and will use some of the funds to fix it
- Each campus has updated its key fob system
- Each campus is required to implement security film on windows and doors
- FWAFA will continue to have an armed security guard during the school day
- Each campus will have an armed security guard at after school events and performances
- FWAFA will have Narcan available for use with parent permission incase of an overdose
- FWAFA continues to have random drug dog checks with secondary students, including the parking lot
- TeSA and FWAFA continue to update and revise their Emergency Operation Plans (EOP) based on feedback from Texas School Safety Center regarding their individual campus' active shooter appendix, EOP basic plan, and active threat annex
- For the 2023-2034 school year, campuses must submit:
- Basic Plan
- Severe Weather Annex
- Hazardous Materials Annex
- Train Derailment Appendix

V. CEO Report

Updates
- Paul Gravley, CEO reported out:
- Enrollment numbers for 2023-2024 school year
- TeSA 344 students
- FWAFA 709 students
- These numbers are assumed based on
- current students returning
- all those students who were accepted saying yes and showing up in August
- SGT Colorado Tour
- Won every award they were eligible for at the Winter Park Choral Festival including Grand Champions
- Upcoming Performances
- TeSA has BUGZ! and Circus Circus! in April and GO FISH and Frozen Jr in May
- FWAFA has You're a Good Man, Charlie Brown this weekend and Seussical KIds in May
- Annual Campaign
- Goal $50K
- As of today, we are just over $48,500 raised with 100% staff and board participation
- Enrollment numbers for 2023-2024 school year
