In-person Meeting Return: Governor Abbott’s March 2020 order temporarily suspending certain provisions of the Open Meetings Act due to the COVID-19 pandemic disaster expired August 31, 2021. Consequently, TCA+A Board Meeting for September 21, 2021 will be conducted in-person at Fort Worth Academy of Fine Arts.

Approve August 24, 2021 Minutes

Leslie Scott made a motion to approve the minutes from TCA+A Board Meeting - Annual Meeting on 08-24-21.
Michael Wellbaum seconded the motion.
The board VOTED unanimously to approve the motion.

Approve September 7, 2021 Minutes

Leslie Scott made a motion to approve the minutes from TCA+A Special Session of the Board on 09-07-21.
Michael Wellbaum seconded the motion.
The board VOTED unanimously to approve the motion.

August 2021 Finance Statements

Leslie Scott made a motion to approve August 2021 Finance Statements.
Michael Wellbaum seconded the motion.
The board VOTED unanimously to approve the motion.

IV. Academics

A.

Accountability Rating

  • FWAFA - 2019 versus 2021
    • STAAR: 2021 score of 56 compared to 2019 score of 66
    • College Career Military Readiness: 2021 score of 68 compared to 2019 score of 76
    • Relative Performance where we look at economically disadvantaged students: 2021 (14.2% of students) score of 62 compared to 2019 (8.9% of students) score of 71
  • TeSA  - 2019 versus 2021
    • STAAR: 2021 score of 44 compared to 2019 score of 60
    • Relative Performance where we look at economically disadvantaged students: 2021 (22.3% of students) score of 44 compared to 2019 (1.5% of students) score of 60

B.

Texas COVID Learning Acceleration Supports (TCLAS) Award

  • TEA is being intentional in helping districts to get additional support for learning loss = TCLAS
  • FWAFA TCLAS Award 
    • Direct Grant Funds - $1,020,208.00 - comes directly to FWAFA to negotiate with TEA on how we can use those funds
    • Direct Funds - $282,892.00 TEA pays direct to Vendor on FWAFA's behalf
    • Total: $1,303,172.00
  • TeSA TCLAS Award
    • Direct Grant Funds - $774,000.00 - comes directly to TeSA to negotiate with TEA on how we can use those funds
    • Direct Funds - $550,024.00 TEA pays direct to Vendor on TeSA's behalf
    • Total: $1,324,024.00
  • $2.6 million funding coming to FWAFA and TeSA to help close the learning gap
  • Notified today that FWAFA won College Success' Gold Standard Award for College Readiness

C.

2021-2022 TCA+A Virtual Academy

  • 10 students have signed up for it
  • Additional rule put in place where students out on Remote Conferencing Learning would count in the 10% total participation funding

D.

Extension of Leave During Precautionary Exclusion

  • Board to consider additional 64 hours of paid leave for staff unable to work due to their own COVID-19 illness or the need to quarantine as a result of direct exposure to a COVID-19 positive individual
  • Federal Mandate of 2020: Families First Coronavirus Response Act gave employees 80 hours of paid leave - expired December 31, 2020 and the Board voted to extend it through June 15, 2021
  • TCA+A recommends a retroactive resolution starting August 5, 2021, giving employees 64 hours of paid leave expiring January 12, 2022
    • 64 hours = 8 work days vs. 80 hours = 10 work days
Charles Reid made a motion to approve the Resolution for Extension of Leave During Precautionary Exclusion.
Daniel Bates seconded the motion.
The board VOTED unanimously to approve the motion.

V. CEO Report

A.

Updates

  • Health Protocol Update 
    • Students out for COVID are participating in remote conferencing learning
    • TeSA - 7 students COVID positive
      • doing well with percentages of positive cases
    • FWAFA - 25 students COVID positive
      • higher percentages than TeSA
      • added Air Purifiers to help particularly in the basement 
      • spreading out lunches allowing for more social distancing
      • looking at calendar and determining best practices for performances/events
      • gone back to virtual announcements
  • Annual Campaign
    • kicks off on North Texas Giving Day, focusing in-house towards families and staff 
    • TeSA and FWAFA focused information- mail going out to each campus with information specific to that campus
    • Implementing the theme The Power of And = Arts & Academics, Staff & Students, etc. 
    • $75,000 Target Goal
  • Gala
    • In-person in April
    • Working on a location, logistics, and sponsorship packets

Elections and Transition of Board Officers

Michael Wellbaum made a motion to approve Leslie Scott for the Office of Chairman Elect.
Daniel Bates seconded the motion.
The board VOTED unanimously to approve the motion.
