In-person Meeting Return: Governor Abbott’s March 2020 order temporarily suspending certain provisions of the Open Meetings Act due to the COVID-19 pandemic disaster expired August 31, 2021. Consequently, TCA+A Board Meetings will return to in-person meetings at Texas School of the Arts.

  • Consider and vote on TEA Waiver Request regarding TeSA students who exceeded the 20 days allowable for Remote Conferencing

An “Other” waiver request must be submitted in TEAL for an extension of remote conferencing beyond the allowable cumulative 20 instructional day period. The waiver request must include an explanation of the circumstances, and have board approval. Waivers will be granted on a case-by-case basis. A waiver will not be granted if the student is unable to attend school for a reason other than a medical condition, such as confinement at home for disciplinary reasons.

 

TeSA has six students who have exceeded the 20 days of remote conferencing.

House Bill 3 (HB 3), passed by the 86th Texas Legislature in June of 2019, established an optional Teacher Incentive Allotment with a stated goal of a six-figure salary for teachers who prioritize teaching in high needs areas and rural district campuses. Texas School of the Arts would like approval to apply for Cohort E.

The Measures of Academic Progress (MAP) assessment is designed to measure a student’s academic achievement and growth over time in reading and mathematics. Together with other classroom-based information, MAP results can help teachers make instructional decisions that match the needs of each child. MAP is a computer adaptive assessment.

Pursuant to Texas Government Code Section 551.074 for the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee, and Section 551.071 to consult with school’s attorney, in person or by phone, on a matter in which the duty of the attorney to the school under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code; and Section 551.072 to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

If, during the course of the meeting covered by this Notice, the Board should determine that a closed meeting of the Board should be held or is required in relation to any item regarding the Fort Worth Academy of Fine Arts (FWAFA)* or Texas School of the Arts (TeSA)* included in this notice, then such closed meeting is authorized by Texas Government Code Section 551.001, et. seq., including for any of the following reasons:

  • Section 551.071 - For the purpose of a private consultation with the Board's attorney on any or all subjects or matters authorized by law.
  • Section 551.072 - For the purpose of discussing the purchase, exchange, lease or value of real property.
  • Section 551.073 - For the purpose of negotiating contracts for prospective gifts or donations.
  • Section 551.074 - For the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee.
  • Section 551.076 - To consider the deployment, or specific occasions for implementation, of security personnel and devices.
  • Section 551.082 - For the purpose of deliberating in a case involving discipline of a public school child or children, or in a case in which a complaint or charge is brought against an employee of the school by another employee and the complaint or charge directly results in a need for a hearing.
  • Section 551.0821 - For the purpose of deliberating in a matter regarding a public school student if personally identifiable information about the student will necessarily be revealed by the deliberation.
  • Section 551.084 - For the purpose of excluding a witness or witnesses from a hearing during examination of another witness.

Should any final action, final decision or final vote be required in the opinion of the Board with regard to any matter considered in such closed meeting, then such final action, final decision or final vote shall be at either:
A. the open meeting covered by this notice upon the reconvening of this public meeting, or
B. at a subsequent public meeting of the Board upon notice thereof, as the Board shall determine.

*While FWAFA and TeSA are public charter schools and, therefore, subject to the Texas Open Meetings Act, Texas Boys Choir and Texas Dance, Art, and Music Conservatories are not subject to the Open Meetings Act. Therefore, the Board may choose to discuss Texas Boys Choir and Texas Dance, Art, and Music Conservatory agenda items in an open or closed meeting as the Board deems most appropriate.

Hulen St., Fort Worth, TX 76109, and at the main entry to Texas School of the Arts, 6025 Village Parkway, Edgecliff Village, TX 76134, and is readily accessible to the general public at all times for 72 hours preceding the scheduled time of the meeting.
