Video/Audio Conferencing NoticePursuant to Governor Abbott’s Temporary Suspension of Open Meetings Laws issued on March 16, 2020, the November 20, 2020 TCAA Special Session of the Board will be conducted via video conference on the Zoom Video Conference platform, which will be audible to the Board and public and allow for two-way communication. The Board Chair, presiding officer, or trustees will not be physically present at one location, but a quorum will be required for the meeting on the video conference or phone.

Due to the use of telephonic or videoconference meetings in response to the Coronavirus (COVID-19) and in accordance with those suspended rules, to submit Public Comments or Agenda Item questions go to:
  • Any Public Comments or Agenda Item questions should be submitted prior to 1:00 PM on the day of a Board Meeting.
  • When you enter the meeting, your audio and video will be muted automatically.
  • When I call your name, the Board Liaison will unmute your audio and video. Please check on your side to make sure you are unmuted for audio and video as well at that time.
  • You will have 3 minutes and your audio and video will be muted at the end of three minutes.
  • No presentation shall exceed three minutes.
 
III. Closed Session
 
Pursuant to Texas Government Code Section 551.074 for the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee, and Section 551.071 to consult with school’s attorney, in person or by phone, on a matter in which the duty of the attorney to the school under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code; and Section 551.072 to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

If, during the course of the meeting covered by this Notice, the Board should determine that a closed meeting of the Board should be held or is required in relation to any item included in this notice, then such closed meeting as authorized by Government Code:

Section 551.071 - For the purpose of a private consultation with the Board's attorney on any or all subjects or matters authorized by law.

Section 551.072 - For the purpose of discussing the purchase, sale, exchange, lease or value of real property.

Section 551.073 - For the purpose of negotiating contracts for prospective gifts or donations

Section 551.074 - For the purpose of considering the appointment, employment, evaluation, reassignment of duties, discipline or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee.

Section 551.076 - To consider the deployment, or specific occasions for implementation, of security personnel and devices.

Section 551.082 - For the purpose of considering discipline of a public school child or children.

Section 551.083 - For the purpose of considering the standards, guidelines, terms or conditions the Board will follow, or instruct its representatives to follow, in consultation with representatives of employee groups in connection with consultation agreements provided for by Section 13.901 of the Texas Education Code.

Section 551.084 - For the purpose of excluding a witness or witnesses from a hearing during examination of another witness.

Should any final action, final decision or final vote be required in the opinion of the Board with regard to any matter considered in such closed meeting, then such final action, final decision or final vote shall be at either:

1. the open meeting covered by this notice upon the reconvening of this public meeting, or
2. at a subsequent public meeting of the Board upon notice thereof, as the Board shall determine.
