Call the Meeting to Order

T. Williams called a meeting of the Governance Committee of The GLOBE Academy to order on Thursday Nov 10, 2022 at 10:02 AM.

Approve Minutes

T. Williams made a motion to approve the minutes from Governance Committee Meeting on 10-20-22.
L. Wheeler seconded the motion.
The committee VOTED to approve the motion.

II. Committee Updates

A.

Library Bill

We discussed Senate Bill 226 (the Library Bill) which goes into effect  January 1, 2023

  • Each local board of education shall adopt a complaint resolution policy for its local school system to be used to address complaints submitted by parents or guardians alleging that material that is harmful to minors has been provided or is currently available to a student enrolled in the local school system.
  • We discussed the policy, how it would impact schools, principals, librarians. Dekalb County hasn't released their own complaint policy yet, so we are going to wait until they release theres to see if we can use/modify the policy they put in place. 
  • We are also researching to see if there are existing policies from other school districts. 

B.

Parent's Bill of Rights

  • We discussed House Bill 1178 (the Parent's Bill of Rights), which is currently a law
  • We discussed what it says (parents can opt their child out of sex ed, appearing in photos/videos; parent's have the right to review all records, etc)
  • Discussed what it says about instructional materials: 
    • During the first two weeks of each nine-week grading period, parents can request to view all instructional materials that will be used in their student’s classroom. If requested, the school’s principal or designee has three days to produce the document or let them know how long it will take (school would have 30 days to let parent know)
    • Applies to instructional materials used in the curriculum (books or lesson plans, but does not include supplemental materials or external media: news articles, online videos, current events
  • We discussed the policy, how it would impact teachers, principals, etc. Dekalb County hasn't released their own complaint policy yet, so we are going to wait until they release theres to see if we can use/modify the policy they put in place. 
  • We are also researching to see if there are existing policies from other school districts.

Next Steps

In terms of next steps, we discussed:

 

  • reviewing each bill/flagging certain elements that may need to be addressed
  • searching for existing policies from other school districts
  • researching to see when Dekalb County is going to draft their own policy
