PUBLIC COMMENT:
The public is invited to address the Board during the meeting using the Zoom meeting information above, or from any of the teleconference locations. Alternatively, public comments can also be submitted via email to comments@scholarshipschools.org with “Public Comment for Board Meeting (on date of the Board Meeting)” in the subject line. The comment should include the name of the commenter, the Agenda Item number, and the topic that is to be discussed. Comments must be received by 12:30pm of the day before the scheduled Board Meeting and will be read during the meeting based upon time limitations. If the statement is not read online due to time limitations, the comments will be provided to the board members.
Members of the public may address the Board at regular meetings on agenda or non-agenda items that are within the subject matter jurisdiction of the Board, and at special meetings on agenda items only. Speakers may be called in the order that requests are received, with speakers attending the meeting called prior to reading written comments submitted by email, or may be grouped by subject area. Comments are limited to three (3) minutes per speaker with no more than 15 minutes per single topic so that as many people as possible may be heard. . The Board may not take any action on matters discussed during the public testimony period that are not listed on the agenda.

Scholarship Prep - Oceanside Campus Update

Organization Update
Executive Director, Jason Watts, provided the organization update.
Enrollment Update:
- Overall enrollment across all five campuses has increased.
- Oceanside is performing exceptionally well, Orange County is maintaining, and Riverside continues to grow. South Bay enrollment has dipped slightly.
Legislative Update:
- AB 84: Has been made a two-year bill and is effectively dead for now. If reintroduced, it will likely be in a different form. Potential impacts would have included increased compliance, administrative burdens, and additional board oversight, though Scholarship Prep already meets many of the proposed standards.
- SB 414: This was a CCSA backed bill. Passed Assembly with strong support (55–3). Provides protections for charter schools and extends the use of verified data for three years, benefiting campuses like South Bay. Awaiting the Governor’s signature (deadline Oct. 12).
Charter School Growth Fund (CSGF) Update:
- Cabinet presented to the CSGF in Colorado, resulting in a recommendation for a $3.2 million grant request
- If approved by their board on October 16, funds could begin arriving as early as December 2025, with an initial $1.3 million allocation ($800k for Riverside and Upland, plus $500k for capacity building).
- Revised 5-year growth plan focuses on five TK–8 schools (two already opened, three more planned). High school expansion has been removed from the current plan and may be reconsidered in the longer term.
- Next new school opening is projected for the 2027–28 school year, with all schools designed for ~500 students, depending on facilities.
- Board President Charles Friedrichs asked Jason about the general reaction and how the presentation was received by the CSGF, as wells how the whole process went. Jason stated that the presentation was well-received; the fund expressed interest in being a long-term partner to support Scholarship Prep’s growth and leadership capacity.

Tracy Haberman presented the Education Protection Account (EPA) actuals report, which is completed twice annually—once to approve planned expenditures in the new budget, and again at year-end to approve actual expenditures from the prior year. EPA funds are part of state aid, are semi-restricted, and must be used for instructional purposes (commonly salaries and benefits).
- Orange County: $120,478 received; spent on salaries and benefits.
- Oceanside: $118,602 received; spent on salaries and benefits.
- South Bay: $83,406 received; spent on salaries and benefits.

Tracy Haberman gave a summary about the Prop 28 Arts and Music in Schools Annual Reports for all three sites (Orange County, Oceanside, and South Bay):
- This funding is based on prior year ADA.
- Each allocation is available for 3 years.
- All 3 schools currently show $0 expenditures; funds will begin being used this year.
- Funds must supplement—not replace—existing arts/music programs.
Charles Friedrichs asked how much money is in these funds and if are we required to spend all accumulated funds at once at the end of 3 years? Tracy stated that each year’s allocation rolls for 3 years. Charles was concerned about needing to spend more each year than the previous year, but Tracy explained that the structure requires increasing expenditures yearly, but rolling allocations ensure continuity.

Board Comments and Future Agenda Items
Board Treasurer, John Ing, congratulated Jason and the team for their outstanding performance at the CSGF presentation. Their recommendation for approval of funding, exceeding expectations, was noted as a testament to the team’s efforts and Scholarship Prep’s strong track record. Charles Friedrichs also acknowledged and commended the team’s achievements.
Principal Charity Grieshaber provided the campus update for the Oceanside school site. She reported on a busy week, including the county fall visit (which went well), the Apex fundraiser, and the upcoming “Lunch on the Lawn” family engagement event this Friday, September 26. Current enrollment is at its highest, with 634 students. The site has also expanded the administrative team, promoting Allison Riordan to Dean of Instruction and hiring Blanca Zuniga as Dean of Culture to support positive student behaviors. Back-to-School Night, held last Thursday, had a strong turnout; two sessions were offered to accommodate families with multiple students.
