A regular meeting of the KIPP Philadelphia Public School Board of Trustees in joint session with regular meetings of the KIPP Philadelphia Charter School, KIPP DuBois Charter School Board of Trustees, KIPP West Philadelphia Charter School Board of Trustees, KIPP North Philadelphia Charter School Board of Trustees, and KIPP Catto Charter School Board of Trustees with Chair Bernard Cummings presiding.

Call the Meeting to Order

B. Cummings called a meeting of the board of trustees of KIPP Philadelphia Public Schools to order on Wednesday Apr 29, 2026 at 4:03 PM.

C.

Approve Minutes

D. Tucker Harrison made a motion to approve the minutes from KIPP Philadelphia Public Schools Board of Trustees Meeting on 02-18-26.
K. Jones seconded the motion.
The board VOTED unanimously to approve the motion.

D.

Executive Session

B. Cummings called Executive Session at 4:04 pm and motioned by A. Aerts and seconded by A. Keyes. The board voted unanimously to enter Executive Session.

 

At 4:18 pm A. Fullard motioned to exit Executive Session, and D. Tucker-Harrison seconded. The board voted unanimously to exit Executive Session.

 

No votes were taken during Executive Session.

Public Comment

K. McNair, a parent, provided public comment about safety and communication. 

 

B. Cummings thanked K. McNair for bringing her comment to the board's attention. 

II. Welcome & CEO Report

A.

CEO Report

N. Wiltshire presented her CEO report. 

 

N. Wiltshire shared photos of KWPEA's Autism Acceptance Walk and KWPEA's attendance at the new Negro League mural. 

 

N. Wiltshire then shared a KIPP Forward update. A KDCA student was inducted in the National NEON Honor Society for ranking in the top 5% of dual enrollment students at the Wharton School. She also shared that two KDCA students were featured on 6 ABC for their participation in dual enrollment at Howard University.

 

She then updated the board on the grand opening of the Richman Pathfinder Lab at KPPA.. N. Wiltshire thanked former board member H. Richman for his generosity. As well as the sports clinic hosted at KPPA and led by former NBA player Marc Jackson. KPPA also received a gift from the Eagles Autism Foundation for a sensory-inclusive music room. 

 

N. Wiltshire then shared KPEA's field trip for National Reading Month that included a surprise read-along with Eagles quarterback Jalen Hurts. 

 

N. Wiltshire then shared that she, C. Williams, and the KIPP Forward team attended the College Together graduation. College Together is a project-based program for students. 

 

N. Wiltshire then shared that KWPP performed at the All-City Fellowship, and that the KWPP Orchestra and KDCA band will join the City of Philadelphia 250 Celebration. Details will be shared.

 

N. Wiltshire also shared that KPPA hosted KPPS' annual Community Iftar. The celebration was well attended and created a sense of belonging for our students, families, and staff who practice Islam. 

 

She then updated the board on our inaugural Accepted Students Day. The event welcomed new students and families, with over 200 families in attendance. KDCA cheerleaders and the KWPP orchestra performed. The event was a meaningful touchpoint for our new families. N. Wiltshire expressed gratitude to E. Hampton for her hard work on the event. 

 

Federal Advocacy Day in Washington, DC, where students and families did advocacy work on Capitol Hill, meeting with lawmakers and advocates.  This trip was organized by the KIPP Foundation, and C. Benson and S. Spence attended along with students and families. 

 

N. Wiltshire concluded by updating the board on our new Regional Office and principal hires.

B.

Consent Agenda

B. Cummings asked the board if there were any questions or concerns regarding the Consent Agenda.

 

A. Aerts asked if page 209 of the lease was intentionally not signed.

 

R. Vieira advised that it is a sub-lease. The master lease will be signed once the board approves.

 

 

D. Tucker Harrison made a motion to Approve the Consent Agenda.
T. Smith seconded the motion.

C.

Vote ESAs

B. Cummings asked the board if they had any questions or concerns regarding the ESA's.

 

A. Aerts asked if we moved away from formal summaries as a part of the Consent Agenda.

 

N. Wiltshire shared that we did so based on legal guidance. The board will receive the summaries in an encrypted folder going forward. N. Wiltshire asked if an executive session is needed to discuss this.

 

A. Aerts asked how we are evaluating the agreements.

 

N. Wiltshire advised that T. Sealy could attend the next board meeting to share the plan for the upcoming school year.

 

T. Sealy advised that she will provide an update to the board at the next board meeting.

 

 

A. Aerts made a motion to Approve the ESA's.
A. Keyes seconded the motion.
The board VOTED unanimously to approve the motion.

III. Committee Reports

A.

School Health Committee

K. Jones advised the board on the Academic Assessment update.  He also thanked C. Williams and G. Dohmann for all their hard work.

 

C. Williams updated the board on academic progress, including K-8 math and K-2 ELA.  C. Williams also shared his strategy for closing academic gaps through targeted and extensive coaching for teachers and leaders.  

 

C. Williams then gave an update on PSSA and Keystone testing timelines and preparation. 

 

A. Wheeler thanked C. Williams for all of his work these past nine months.  He then asked C. Williams about his top three focus areas going into the next school year. 

 

C. Williams advised that Professional Development for teachers and leaders is number one, strategic alignment with curriculum and bi-weekly assessments being the second, and cohesive coaching, which means observing and going into classes with the Heads of Schools and the Content Directors and providing real-time feedback on what goes on in the classroom.

 

A. Wheeler asked how teachers decide what students need. 

 

C. Williams shared that cohesive coaching gives deep insight into student learning and teachers leveraging technology to address gaps.

 

N. Wiltshire advised that we use a lot of assessments and data to retool how we teach. 

 

G. Dohmann updated the committee on School Culture and early wins in a school culture deep dive presentation. 

 

G. Dohmann identified the Culture Team priorities for SY25-26, which consist of 1. Strong culture systems, 2. Alternatives to Out-of-School Suspension and 3. Development of School Culture Leaders.

 

G. Dohmann then shared the strategy to reduce out-of-school suspensions and increase a sense of belonging for students.   

 

G. Dohmann highlighted infractions that students were previously suspended for that have clear alternatives, and those that warrant out-of-school suspensions. He then made the connection between our staff survey results and school culture. 

 

G. Dohmann then shared that our out-of-school suspension rate has significantly decreased this year. 

 

S. Wilson-Jones asked if the reduction had also resulted in an increase in positive behavior, and G. Dohmann said yes. 

 

G. Dohmann shared the next steps for SY26-27, including a revised student code of conduct, increased engagement with families, and very clear tiered behavior systems. 

 

G. Dohmann discussed the Power of Voice - Panorama Student Survey pilot with the committee. He shared that the goal is to extend the survey to all students in SY26-27. 

 

R. Vieira then updated the board on efforts to increase attendance.  R. Vieira advised the board that there has been an increased collaboration and engagement with the culture team to increase attendance.

 

R. Vieira advised the board that attendance calls are being made and are now operationalized. KIPP Philadelphia schools are now in partnership with 11 other regions.

 

A. Wheeler and K. Jones both agreed that this was great work.

 

B.

Development Committee

 

K. Owen advised the committee that there is a huge opportunity to rebuild a donor prospect pipeline through the new strategic plan. She then reminded the committee that the 25th anniversary was near. 

 

K. Owen then updated the committee on a new grant that will support teacher certification and a digital campaign for school counselor engagement.

 

K. Owen advised the committee on the Progress to Goal. S. Wilson-Jones shared that the committee and the board need to help close the gap by June.  

 

K. Owen then advised that a draft of the sponsor package is being finalized.

 

S. Wilson-Jones advised board members to reach out to K. Owens to set up their pledge. She then shared examples of how the committee and board can engage, such as corporate partnerships. 

C.

Finance Committee

 

L. Li shared the March YTD results. She then gave an update on the variances. She concluded her updates with the per-pupil rate timeline. 

 

D. Tucker Harrison advised the board that the FY27 budget will be presented in the June board meeting.

 

L. Li advised that they were discussing a LOC with Truist Bank. She then outlined the draft terms and conditions. 

 

L. Li will continue to vet the terms before bringing the LOC to the full board for discussion. 

D.

Governance Committee

 

A. Aerts reminded board committee members to reach out to her if they would like to nominate someone for the board as she is still working on the pipeline.

 

A. Aerts then shared the SY26-27 Board slate for discussion, including the officer slate, term renewals, resignations, and candidate nominations, and committee assignments. 

E.

Audit Committee

L. Li advised that audit results will be shared at the next board meeting.
