Funding Disparities for Low-Income Title I Charter Students

The Federal Title I program provides financial assistance to school districts with high percentages of low-income students to ensure all children meet state academic standards. Florida’s Title I schools have the largest population of low-income and “at-risk” children in the state.
Funding Disparities for Low-Income Title I Charter Students in Eight Florida School Districts reveals how Florida’s largest school districts distributed Federal Title I funding to eligible charter schools during the 2015–16 fiscal year. In contradiction to Florida law, all eight school districts were found to distribute Title I funds inequitably to eligible charter school students. Statute 1002.33 17(c) requires the “same level” of funding for charter students as district students with the use of federal funds.
Global Outreach Charter Academy is currently investigating the funding situation.
