Call the Meeting to Order

B. Brockway called a meeting of the board of directors of State Charter Schools Commission of Georgia to order on Wednesday Nov 30, 2022 at 10:02 AM.

II. Approval of SCSC Meeting Minutes

A.

October 19, 2022 Meeting Minutes

M. Dudgeon made a motion to approve the minutes from October Board Meeting on 10-19-22.
J. Perez seconded the motion.
The board VOTED unanimously to approve the motion.

III. 2023 Board Meeting Calendar

A.

2023 Board Meeting Calendar

The SCSC Executive Director presented the board meeting calendar for 2023.

IV. Renewal School Visits

A.

Renewal Schools

SCSC Commissioners will be conducting renewal school visits in December. The visit schedule is below:

 

  • Scintilla Charter Academy – Dec. 1st 
  • School for Arts Infused Learning – Dec. 8th 
  • Resurgence Hall Charter School – Dec. 13th 
  • Genesis Innovation Academy for Boys & Girls – Dec. 15th 

V. Organizational Development

Past Trainings

The SCSC hosted several petition webinars in November. Please visit the SCSC Petitioner Resources page for past training materials and recordings. 

B.

Upcoming Trainings

Schools in the preopening pipeline are required to attend New School Orientation. These trainings will be on January 17 and March 21, 2023.

 

All state charter schools are required to attend governance training annually. SCSC-hosted governance training will take place on February 7-8, 2023, in Athens and April 12-13, 2023, in Atlanta.

VI. Accountability

A.

Academic Accountability

The SCSC Director of Research and Evaluation and the SCSC Research Analyst presented the 2021-22 Content Mastery results.

 

Commissioners congratulated the schools that met the content mastery measure and expressed excitement to see how schools' scores progress next year.

B.

Financial Accountability

The SCSC Chief Operations Officer provided an audit update. Audits were due on November 1, however, several schools still have not submitted audits.

 

Commissioners discussed the various reasons why so many audits are late. The SCSC Executive Director expressed that this situation is atypical.

VII. Authorizer Standards

A.

Authorizer Evaluation Timeline

The SCSC Director of Research and Evaluation provided an update on authorizer standards. The SCSC is partnering with the National Association of Charter School Authorizers to develop a pilot program.

 

Commissioner Dudgeon asked if local authorizers were also involved in this program. Currently, the SCSC is leading the program. The Commission is hopeful that the results of the program will encourage other authorizers to participate.

 

VIII. State Charter Schools Foundation

A.

U.S. Department of Education Charter School Program Grant

The State Charter Schools Foundation President provided an update on GEER II and CSP grants.

 

Commissioners Dudgeon and Brockway discussed how these grants will impact locally-approved charter schools and SCSC schools that will be approved in the 2023 petition cycle. Additionally, commissioners also discussed community and philanthropic partners' engagement with supporting charter school growth in Georgia.

 

IX. Action Items

A.

Spring Creek Charter Academy

M. Dudgeon made a motion to accept the SCSC staff recommendation to approve Spring Creek Charter Academy's charter amendment to expand its attendance zone to include Grady County.
T. Lowden seconded the motion.

The school expressed its appreciation of the SCSC for considering this recommendation.

 

Commissioner Perez was not present for the vote.

A.

Early Intervention Subcommittee

Chairman Brockway has established an Early Intervention Subcommittee that Commissioners Dudgeon, Lowden, and Milan will serve on.

 

XI. Public Comment

A.

Latisha Council

Ebony Payne-Brown introduced Latisha Council, an intern from Spelman College. Ms. Council discussed her experience of working with PEACE Academy.

 

B.

Aarica Smith

Aarica Smith, Board Chair of Miles Ahead, provided on update on the school's progress towards opening in Fall 2023.
